Add São Paulo (Brazil) region support

Please consider adding a deployment region in São Paulo, Brazil (South America). This would significantly reduce latency for users in Brazil and nearby regions, improving performance and reliability for production applications.

Currently, deploying from distant regions increases response times and can impact user experience. A São Paulo region would benefit startups and companies targeting the Brazilian market, which has a large and growing developer base.

Use case: applications with real-time features and APIs serving primarily Brazilian users, where lower latency is critical.

+1 on this. I'm running a production SaaS on Railway that serves car wash and auto detailing businesses across Brazil, and latency is a real factor for us.

Right now the closest available region still adds a noticeable round-trip for our users, every API call from Brazil crosses to North America and back. For an app with real-time features and a mobile-first audience, that overhead is felt directly in the UX, especially on mobile networks here.

A São Paulo (sa-east) region would be a meaningful improvement, not just a nice-to-have. Brazil has a large and fast-growing developer base, and many of us are building products aimed primarily at the local market.

Lower latency would directly improve perceived performance and let us keep our entire stack on Railway instead of considering providers that already offer a region here.

Happy to be an early tester if a sa-east region becomes available.
